Alright now that things have settled for me, here is the next clued cipher of a writer who used the biggest and most terrifying mythical creature in all fantasy writing. After you finish deciphering the quote, you have to figure out who the famous or infamous writer is.

All judging will be done based on fastest time and correct answer. Whom ever deciphers the quote and match's it with the famous person who wrote it in the fastest time possible wins! In the event of a tie, fastest submission time wins.
