0 Entries: Our Navy can only defend against the Pirate onslaught. It feels like they were expecting us.

1-3 Entries: Our Navy can launch starfighters in an attempt to fight back, though there will be heavy losses.

4-5 Entries: Our Navy is capable of fighting back somewhat. Starfighters, Frigates, and Corvettes, can engage.

6+ Entries: All systems are operational. Our entire fleet can fight back, and we have the upper hand.
