Here is my submission for this comp. I built the dossier in Photoshop and Word. I used about 20 layers adding the old paper texture, then added assorted ink blots and added the Top Secret and Classified stamps just from using stock photos of the stamps and made them their own layer. Then I just made 5 copies so that I could layout all the text correctly and fit to the page.

Despite outward appearances, Horatio is actually a pleasant individual to be around. He's suave, polite, and a gentleman to those he interacts with. Some might say he's a bit too perfect, and there's truth in that. Behind his eyes, there's a ruthlessness waiting to break free…

Welcome To The Jungle (Personality)

Underneath that pleasant smile is a man with a sadistic streak about a mile long. The world is full of bad people, and Horatio will happily admit that he is one of them. Naturally, this can unnerve others, but Horatio prefers to call it honesty.

Live And Let Die (Combat)

“Bullseye” isn't just a nickname, it's a statement. Horatio vastly prefers Ranged Combat, and is a pretty deadly shot with a sniper in his hands.

However, he can get tunnel-visioned and be left unaware of his surroundings. Those who can get up close can neutralise him.

Patience (Combat)

Horatio does not rush into Combat willy-nilly. He prefers to take his time to analyse his surroundings for where to take the best shot. This can sometimes leave him at a disadvantage in situations that require decisive action.
