Simply submit the conquest screen for the best of two weeks. Placement will be determined by the single highest weekly Conquest score. At least 1500 needed for participation.

To take a screenshot of the conquest score screen. You can get to it by pressing L to pull up missions, and hitting the second tab. It will look something like the example below:
