Competition: Halloween Mug Shot

Specifics

You are a police Chief who is in charge or a special unit designed to track down Halloween pranksters. You are given a huge lead on a Serial prankster who is Dressed as a Classic horror movie monster. Using the details given to you by the tipster, create a mug shot to pass around town.

Will be judged on style, creativity and detail. all files must be in jpg. and the size cant be too huge. I'm not familiar with sizing, just don't make it too big.
