Members of the Appeals Panel generally serve for a period of six months. I've chosen to ignore that term limit for this group of Appeals Panel members because I truly enjoyed working with each of them and did not want to lose their contributions to my team. As a result, the current Appeals Panel members have served for over a year.
There is a misconception that the Appeals Panel is simply an "on call" position. That is, people think that this is a position that people sit in and don't have to do anything unless there is an actual appeal. That perception is incorrect, at least during my time as Justicar. I have endeavored to use the members of the Appeals Panel more as magistrates that assist me with the ongoing development of the Chamber of Justice. To that end, the Appeals Panel members have helped me with projects, given me important feedback, and been part of a team effort over the last year.
Zoron, in particular, was instrumental in helping develop the revised Covenant. During the early revision stages of the Covenant, I provided a copy of the Covenant to each of the Appeals Members to give feedback. I asked them to specifically focus on the portions dealing with the CoJ and the Appeals Panel. Zoron went beyond what I asked and gave instrumental feedback on many portions, including the Appeals Panel sections. What the members will see in part as a result of his efforts is a modernized and updated Appeals Panel when the new Covenant is adopted.
To be more specific, Zoron thoroughly reviewed the 25-page Covenant and provided 97 substantive comments on the text, the vast majority of which resulted in revisions to the document. For example, Zoron identified inconsistencies in time periods and voting thresholds for votes which resulted in me standardizing those time and vote thresholds in the Covenant. He identified multiple areas where the Appeals Panel should have a review or where the review status was not clearly handled. He suggested changes to style, text and formatting for consistency throughout the document. He found multiple "loopholes" that have now been closed, including, for instance, who can serve on certain juries. These were all issues that I had overlooked, and his suggestions ultimately tightened and clarified the Covenant a great deal.
I have been grateful to have Zoron on my staff and can only thank him through this small effect. I hope to work with him again in the future.
Thank you,
Jac

Pel gave great feedback to me while I was in the process of revising the Covenant. Pel gave instrumental feedback on many portions of the revised Covenant, including the Appeals Panel sections. His feedback helped to shape a new Appeal Panel portion of the Covenant that will be a boon to the future of the CoJ and club as a whole. Specifically, Pel provided 17 comments on the Covenant that focused me on questions a normal member might have when reviewing the document. For example, he had questions on the nature of the suspension of a member subject to an Order of Advanced Incarceration that led me to make clarifying changes to the text. He prompted me to require the authority to give executive penalties to be clearly enumerated by the Grand Master. He also helped me clarify the strange idea that leaders of independent units are considered part of the Dark Council but are not technically on the Dark Council as per the Covenant. In all, his suggestions were very-well thought out and helped me bring clarity to the document. In addition to the above, Pel, has taken it upon himself to take the introductory discussions that we held when he was appointed and develop it into a draft manual that will eventually help ease the transition between Appeals Panels. The manual has some work to go, but the basics have been included and I will not need to start from "square one" on it.
I have been grateful to have Pel on my staff and can only thank him through this small effect. I hope to work with him again in the future.
Thank you,
Jac

Dek, in particular, has taken over as the CoJ's Wikimaster. He was eager to volunteer to pick up the task of updating all of the CoJ Wiki case files. The Wiki had been outdated for some time and we had fallen behind on case files due to the sheer amount of cases we were dealing with. Dek completed the important task of turning the Justicar opinions into public records of the trials. Most impressive was that, after the first round of Wiki work, Dek took the initiative to wikify any additional cases that were published. Initiative is so hard to find in the DB, and I truly appreciated his taking the task in hand and getting it done without my prompting. To be specific, Dek has completed the "Case History" page for the most recent four trials. He has taken those case decisions and converted them to the wiki for preservation, He also picked out several "points of interest" that make the individual cases unique and important to the DB.
In addition, Dek has been ever helpful in the Covenant revision process. He had questions in particular about the Appeals panel process, who is included in that process, when an appeal can be taken from an executive penalty, and the nature of dossier notes on restarted dossiers. His comments helped to clarify and make the Covenant that much better.
I have been grateful to have Dek on my staff and can only thank him through this small effect. I hope to work with him again in the future.
Thank you,
Jac
