Primary reason: Shin'Ichi has been my praetor, my second, my lieutenant, and I could not ask for a better compatriot in the Herald's Office. Most people do not recognize the amount of work that he puts in, as it is some of the less glorious tasks that he accomplishes for the Brotherhood. He has more than pulled his own in the Warbanner department, keeping the request queue down substantially for us, freeing me up to do the more expansive projects that I would otherwise not have had the time to do so quickly. His ideas, his feedback, and the concepts that he brings to the table as Praetor are more than helpful, as his point of view, his artistic aesthetic is somewhat different from mine. And this also is a good touch... by utilizing his feedback, we have been able to make things more appealing to a broader range of people. His work in doggedly persuing projects is a great help to the brotherhood, and his soldier's work ethic is evident in everything he undertakes, refusing to quit or fall short of his goals. I feel that it is high time that Shin'Ichi Endymiron Keibatsu be recognized with the Grand Cross of the Dark Side as a token of our esteem for him.

He completed the tasks that made him eligible for a promotion over 9 months ago, this is very overdue.
