Quite simple. Even without the GJW, Manji would have earned it by now. As a member, he submits to a lot of the Monthly Competitions from the KHPs office, and whatever else comes his way. As a leader, first a Tetrarch, and now an Aedile, he does all that he possibly can do to get the attention of those in his charge. His reports are out every week, with no exception, and one can be fairly sure that there will always be at least one running competition from him. In some ways, hes the most active member in CNS.
