I would like to give Shen Long this medal for his devotion to the Herald's office, his time and effort spent on the Dark Voice project while being part of my staff, and his loyalty to the Dark Brotherhood as a whole. He has also shown quite an outstanding level of activity and has excelled at almost every task I have given him.
