If you recruit someone into the Dark Brotherhood, no matter what your rank, please work to help get them active. There have been to many people recruiting someone and then their recruit does nothing. And by nothing I mean they do not even take the Test of Lore. Direct recruitment should yield better results than it currently does.

In case you are wondering, simply recruiting someone is not sufficient to earn a Scroll of Indoctrination. They have to show activity and life.
