Thanks to Yacks for bringing this up originally and again after I forgot about it:

ToR Duels both level 15 and 50+ should have no buffs.

Also dueling locations have changed from BT/Essles to Korriban, Nal Hutta, Ord Mantel, and Tython.

Also for clarification, the level 15 bracket are for level 15 and below, going over it and agreeing to un-even levels qualifies for the level 50 bracket.

Also the JO server should be up now after some technical difficulties and their staff not responding.
