Background

The members of Shar Dakhan have decrypted the message from the mysterious attackers. The message referred to some sort of General - but who is it specifically? Intercepted intelligence has revealed one more encrypted message: an image. Solve the puzzle to identify the General in reference.

Rules

Finish the puzzle as fast as possible and submit a screenshot with the completion time in the image. Submit to the website as soon as you can. Grading will be based on first submissions to the website with the lowest solved time.
