What makes a city run? Besides power. What makes the power work? People! This phase is focusing on that which makes Estle City go (when it's not on fire or blown up). The companies that (normally) provide the city with functioning water, gas, power, and all the things that make it a modern city, as well as those who provide the security that let the common people sleep at night, or those who cure that which ails them.

So, this phase is looking for the following locales:

  • Security and Emergency Services
  • Hospitals/Medical Facilities
  • Utilities (power, water, etc)
  • Construction (who’s building/rebuilding Estle?)

You can be as expansive as you like about these locations. What services do they provide? Where are they located (yes, we’re busting out of the Sinchi Ring for this one!)? How do they get the job done?

What we don’t want are NPCs, as these will be covered in future competitions. This is laying the groundwork for the civics side of Estle City, the places where the people who keep this madhouse running work.

You are allowed to submit more than one venue (and we encourage it!) for consideration, though you’ll only be able to place once, of course.

Grading will be determined by the most interesting, well thought out, and descriptive writing.

Note, this is not a fiction, this isn’t about telling a story, it's about what you see walking up to, and inside, of the locale.

Estle City Desalination Plant

As part of Estle City's municipal infrastructure, the local government did not put much time or effort into concocting a name with a deeper meaning. Even so, the facility itself goes deep under the city and provides for roughly a third of the metropolis' fresh water. Part of the Capac Ring's industrial complexes, the ECDP's (sometimes pronounced Ecdep) roots dig well underneath the city's foundations, piping sea water from nearby shores, using advanced technology to filter out biomass before anything enters the pipeline. Unlike many desalination plants, the ECDP has more space underneath the mountain than it does under the open air, with much of the facility crammed with well-mapped and well-maintained pumps, pipes, and regulatory hardware.

Once the water reaches the plant, it does as its name suggests and pulls the salt from the sea water, sanitizing and purifying the liquid into clean H2O. This water is then piped directly to the Estle City Waterworks Department for dispersal throughout the mountainside boroughs. The byproducts — the salt in particular — are stored, sold, or dispersed by the municipal bureaucracy. Most of the city's emergency rations of salt come from the ECDP, sitting in long-term storage until such time as it is needed. At optimal efficiency, the plant sees only a 1% concentrate return of high-salinity water, which is piped incrementally back into the sea.

Dajorran Corps of Engineers - The Yard

Still in a fledgling state, the DCE was formed as a response to damages caused by military, criminal, and insurgent terrorist elements in recent years. While formally part of the Dajorran military, the organization fulfills many duties that the existing civilian market is either unable or unwilling to fill. Initially formed largely from the Capac Ring's untrained youths with little employment prospects outside of factory work, and a handful of seasoned Dajorran military combat engineers, the group was hastily organized and housed in what has become known as "the Yard" — an encampment just beyond the outskirts of Estle that provides barracks for the DCE's members as well as acting as project administrative center and storage facility for the many, many tons of construction materials within its (almost ironically) poorly-built walls. These very walls are under a constant state of improvement. What started as interlocking sheets of corrugated metal has, in some parts, been replaced with hesco barriers, and tall sectioned concrete in others. While they have offices all over Estle and Selen, the Yard is their primary base of operations. Their only challenge to staffing comes from sending personnel off-world for more in-depth training. Given recent events, much emphasis is placed on emergency housing and infrastructure (re)construction.

Arconan Rapid Response Emergency Services (ARRES)

The Arconan system has one of the best trained and equipped security and emergency services in the region. Like many such organisations, they are broken down into two groups.

The Phylakaties are the security force. They operate as both the police and local investigative force with a special department that deals with military issues. The phylakati operate from very distinctive, marble fronted buildings, these can be found in most city districts and local areas.

Each Phylakihouse is a hardened structure, designed to withstand assault, and will act as a strong point during unrest. Within the building there are several key features. At the front we have the main entrance where citizens can seek help and advice or make appointments to see an officer, this is an open plan area and allows people to see their security force hard at work, it also functions as a killing space should the station come under attack. Beyond the entrance space are the offices and functional workspaces. At the side of the building is the crime department, all detainees are brought through this entrance, where they are checked, catalogued and escorted to the cells located beneath the building, these cells can house up to 40 detainees at any one moment with a city district having 4 such buildings. Situated in the core of the building is the deployment are, here we have the armoury training areas and barracks for the on call and duty Officers, this area also has refreshers, rec rooms and a cafeteria. On the top 2 floors of the building are the repulsors garage spaces. Each Phylakihouse has 20 military trade speeders, allowing them rapid and safe access to any area of incident, these range in size from speeder bikes to full blown armoured riot skimmers.

The other department within the security force is the Phylakati Militant. These function as military police and a severe crimes unit. Often including current or former members of the Inquisition as well as military personnel, the Phylakati Militant have jurisdiction over all military incidents as well as ranking duties over severe civilian crimes. This department will investigate any suspected incidents or reported actions within the Arconan military and fleet. Unlike their security Brethren, the Phylakati operate from various locations, having offices throughout the fleet and military as well as within the many Phylakihouses.

The Apothacarion Emergencia are the other branch of ARRES. These function as fast responders for any emergency situations within the system. Like their security counterparts, they operate from distinctive, marble frosted buildings, however their interiors are layed out differently. These buildings lack the public areas, rather they have their interiors split into two parts. The medical responders operate from the first 3 floors, the top floor housing their repulsors garage, the lower two having equipment storage, accommodation and training/rec areas. The top 3 floors including the roof house the Emergency response teams. Their areas have large storage spaces for the various tools and equipment they need for their job as well as simulation areas for training scenarios. They have a large accommodation area for on all staff and a rec area. Both departments are linked via the refresher and cafeteria areas as well as outdoor spaces. The roof of the building houses 10 rapid response emergency skimmers, ranging from giant firefighting rigs to skimmers designed to access hazardous areas. Each city district has 6 of these buildings, providing overlapping coverage for all areas.
