Promotion request for ACO Vengen Stormshadow. (9655)

I spoke shortly with Vengen about what merits a promotion to PRT. He's completed 5 SA courses since his last promotion, he dropped by on the message boards, and from what I can tell he's done quite a bit of work on his WIKI. This activity, along with placing in a recent competion more than merits promotion in my book.
