After logging into the Dark Brotherhood website there should now be an option to join the GMRG. Anyone wishing to join the GMRG should fill out the automated application form to the best of their ability and submit it.

If your application is accepted, you will be randomly paired with one of the other applicants and required to play a best two out of three match set in any game platform you both agree upon (or just a single ACC match). The winner will be inducted into the GMRG at the lowest rank. The loser will be ineligible to reapply for one month.
