I read about that in Game Informer last month. It's a pre-rendered mockup of a game in development for the next-gen consoles(well, PS3 and 360, but not the Wii). According to the article I read they may release it on PC, but it'll be on the consoles first for a while if they do.

That looks like the game they released art sketches off at E3... which is rumoured to be a Dark Times game that might correspond with the upcoming TV series or something along those lines. A few people also think it might be set in the Legacy era as there were tons of drawings of Dark Jedi enemies.
They're also meant to be making a Darth Vader game too... which this doesn't seem to be... though they haven't released many details of that beyond that they're making a Darth Vader game :P
It's not a game exactly. it was LucasArts showing off a tech demo of what their newly acquired tech could do on next gen systems. Will it eventually be used for a new SW game? Probably. But I wouldn't start wetting my pants until LA confirms it.

Having done a bit more research it looks like it's probably the basis for the game that's currently got the working title "Force Unleashed" (seems fitting given the video now) which they unveiled back at E3. If IGN is at all accurate it currently lists it for PS3, 360 and PC. Chances are they'll also be using a similar engine for the Darth Vader game they're working on as well.
LA are keeping hush in general at the moment... with any luck it might mean they've actually learned not to announce release dates years in advance and are going to actually finish their new games first before publishing them (coughsKOTOR2coughs).
As Shadow said already, that's simply a technology demo. It's to show off the new "real world reactions" sort of technology that Lucasarts is developing with Pixelux and Natural Motion.
Again, that isn't a game. It's a technology demo. If you want to see the technology in use in an actual game, take a look at some videos for the upcoming Indiana Jones title for Next-Gen consoles. It's powered by the very same technology.
There will probably be a Star Wars game built for the new consoles that makes good use of that technology, but what you see in the video isn't that game.
