If you are a NOV and are ready to submit your Character Profile simply login and go to the 'Edit Profile' page and you'll see a link to create your Character Profile. Once I have 1 last admin page up the HM &/or P:HM will be able to check the profiles and approve/deny them and promote you to ACO.
