Now leaders have the power to recc medals straight through the competition listings, I just went through, and removed the ability to recc them manually from BTL through CON positions.

This is to make the job simpler for everyone. it will automatically recc the correct level crescents for those involved. it will also update the promotion script James has running in most units now.
