If I reject an award recommendation for lack of details or any other reason (aside from "No, you can't award that"), it is the job of the person who recommended the award to re-recommend with the appropriate details so I can approve it. Otherwise, no award!

I've spoken with SCL Grail about improving the recommendation system such that if I decline an award, it doesn't disappear. Hopefully, he'll set something up soon.
