Covenant Amendment: Vote Tally Clarification & Automatic Extensions for Votes

The Electorate has convened to vote on a proposed amendment pertaining to section 1.05. The vote passed with a tally of 14-1, with the Regent and Herald votes omitted due to one being empty and the other not yet eligible to vote.

With the most recent Covenant amendment to subsection 1.05 (d), concerns were raised during the discussion period as to how we could clarify further and also ensure that second-in-commands would have enough time to make an informed decision in the case of an abstention that falls onto them. To that end, Dacien and Aura prepared this follow-up amendment to address those issues.

In effect, a single 24 hours extension will be applied to votes when a unit's Second-in-command is required to make a vote, ensuring they can make an informed one. Additionally, how abstention affects the total vote has been clarified.

"Except to establish quorum, unfilled positions are not tallied in the voting totals in any fashion."--"Nothing in this subsection shall reduce the required vote threshold in relation to the effective size of the Electorate for any vote."

Wait, so what does this mean? Because if Quorum is the only thing where unfilled positions do not affect the final number, does that mean that in the absence of enough valid Electors, no binding votes requiring quorum can be held? And if a CON abstains and the PCON also does so, then the required vote threshold to achieve quorum is still as high as before?

A quorom is required to hold a vote. A vote cannot be called without a valid quorom. Abstentions do not come until after a vote is called, and are thus unrelated to the quorom.

Ah! I see where I was confused. Quorum = "3/4 of Electorate present for a vote". I had gotten that mixed up with the 3/4 requirement for, say, the Justicar nomination to be validated.

So, if 3/4 of the Electorate are required for Quorum, i.e. a vote to be held, and of those Electors 3/4 have to vote in support of a Justicar nomination, then in effect a Justicar can only be nominated with a minimum of 56,25% of total Electorate approval.

Woo.

Tali, that's possible in theory, but it would require half of the DC to be empty or filled with ineligible voters (i.e., holding the position for less than thirty days), since the seven clans are guaranteed representation by CON, PCON, or Star Chamber-appointed member.
