While he uses the dark side, Locke Sonjie also devotes a considerable amount of his studies to more light Force powers, such as healing, barrier, and deflection. He believes that trust and loyalty will ensure a longer reign than fear and intimidation, although in the case of clan elders he knows that he needs to display competency and power to earn their support. Locke is kind to his followers, and especially his soldiers, desiring to use Naga Sadow's resources to create a secure empire, whose people can flourish within the safety of their borders.

To summarize, Locke is a good person, but he believes the Force should be used to the full extent of it's abilities, so he uses it offensively when he believes that is the proper course of action. That brings him closer to the dark side, and so he slides back and forth between light and dark, hovering somewhere in the middle.
